The more that this type of incident ocurrs, the more ppl will mobilize. Information travels quickly on the net. A potentail problem is that ppl can be “provoked” to think and react in any predetermined way depending on the verity of the image. In short, give me an image or video….and I can provoke you ….or calm you in msecs…depending on my edits and accuracy at pushing your buttons. Is also fairly easy to do using ONLY plain txt…language is a virus.
